According to today’s Catholic understanding, a bishop is the leader and representative of a local church (diocese). In the episcopate the continuation of the ministry of the apostles is seen. As head of a diocese he holds full power of government there. From him comes all the teaching and legal authority in his diocese and he is solely responsible to the Pope.
